Seems fairly straightforward. An obvious genetic freak released in a country that ~didn't go along with the Libyan destruction agenda~ accompanied with the usual spook smoke and mirror confusion, as a way to test biowarfare with the added benefit of blaming and destroying small Spanish farmers so large corporate interests will benefit, all while signalling anybody can be punished at any time if they don't get with certain programs.
The fascists certainly are going full tilt boogie these days.Apparently this e coli attack was a backup plan when the assassination attempt on German chancellor Merkel didn't succeed.
Apparently being taken to the woodshed worked to get Germany to recognize the CIA coup plotters and their motley band of mercenaries in Libya.

And you are missing the important topic that the company Alexion is sending free of charge its only drug, Soliris (extremely expensive)to the german hospitals to cure the critical patients.
So, they are also testing the antidote (!)
