Cops Making It Up Minute By Minute

I remember being in Central Park in NY during a Vietnam war protest. I was almost trampled by a cop on horseback, and then a line of uniforms rushed up. One guy asked another pointing at me "this one?" and the other said no. This was 40 years ago.
I wonder to this day what would have happened if the answer was yes.
