I don't know what it will take to prove the current corporate fascist society actually exists to most people. Maybe when their families are rounded up on train stations?
The fascists obviously took an existing law preventing excavations on national park and preserve lands and applied it to beaches in the most Alice in Wonderland manner, to prevent the public from knowing the true extent of the criminal acts being perpetrated. The absurd nature of what they're doing should be readily understood. If digging on park land is forbidden then what about pounding tent stakes in? Sticking poles in the sand for an umbrella or cabana? How about digging a cat hole to take a shit in?
From a NPS website about personal hygiene:
"•Deposit human waste in cat holes dug 6-8 inches deep. Carry a small garden trowel or lightweight scoop for digging."
