a friend of ours here in town is trying to propose similar legislation. i've told him i'll fight him on it--tried convincing him how intrusive it is--how many people idle because they have older cars, etc. etc.. it's been presented to the city council and oh how they just love the concept.
this individual will NOT be in compliance if it gets enacted. (i may just sit in front of the people's homes backing it and idle the 'ole car.)
Road to hell is paved with good intentions, ain't it?
They have that here in Colorado. It's called "The No Puffing Law"
