Basically anon, the producers lured Paul into a studio on the pretext of talking to him about Austrian economics. While there they pretended to experience production problems and had the two go into an adjoining room which was set up as a bedroom. Cohen then put the make on Paul until he left. Supposed to be a laff riot. You've got to wonder about the reasons why they chose Ron Paul for this embarrassment.
