Weatherman Admits Military Sprays The Sky

They were doing this when I was a kid. The foil chaff landed in my front yard. It is a radar test, not a weather modification scheme.
As to what specific detection systems are being exercised as to their accuracy and why is an unknown.

The point is...Where did they get the right to inject anything into the public air supply?

If there isn't, there outta be a law.

I've no doubt some tests are done with chaff, or big particles of stuff, Bruce.
My question is about the 12 or 13 years of high altitude chemical spraying all over the globe, which I've personally documented all over the western US. Dumping massive amounts of whatever into the atmosphere has been studiously avoided by TV weatherpeople, so any mention of intentional dump is high anomaly.
