Fascists Will Snub Cluster Bomb Symposium

Well why not, when you're actively engaged in shredding human flesh around the globe.

US to skip cluster bomb meeting
"More than 100 countries are expected to meet May 19-30 in Dublin, where they will try to forge a final agreement on banning a weapon they consider a serious threat to civilians.
Cluster bombs are built to explode above the ground and release thousands of small bomblets primed to detonate on impact.
Combat results show that 10 to 40 percent of the bomblets fail to go off on impact but can explode later, killing and maiming civilians. Children are particularly vulnerable as they are attracted to the bright flashlight-battery sized bomblets
."

And they did, sending a million of older and more prone-to failure cluster bombs to the Israelis to drop in the 24 hours before a negotiated cease fire. They still shred Arab children to this day.

Does it not seem somewhat ridiculous to regulate which weapons are ok to use to kill and injure people with?

So it is ok to inflict death and suffering with one weapon but not another?
Rules of war will be broken when one is losing anyway, if breaking that rule will help them win.

Maybe instead of meeting over banning one particular method of inflicting harm, the resources would better be used to negotiate peace.

Overall, I agree with Eileen. As of today though, I believe there are some weapons that need to be eliminted altogether. For example, those that don't require someone be there when they "go off". A rather cowardly way of dealing with one's supposed "enemy".

Eileen, the problem with some nations (such as the US and Israel) is that they don't want peace but exist and profit through war. What good can peace negotiations do with rogue nations at that point?
Nations traditionally have decided which weapons to allow and ban, a la the Geneva Conventions, but the US has decided not to abide by such rules just like it's decided to give the finger to all international agreements. The only way aside from war itself to protect themselves from barbarity is to gather to forge concords and then punish miscreants with economic pressure.
