A very good analysis, pteranodon. As an observer of the spray phenomenon for 10 years I agree wholeheartedly that the ultimate reason is far beyond the usual limited explanations.
That being said, one constant behind the fascist agenda is always multi-layering, in that every action they take has many functions. The same with chem spraying. Their ultimate goal would indeed seem to be genetic modification in their spiritual war for total control. Along with that I can attest to the fact that they spray incessently in very remote areas with very few people. I've come across info that suggests the reason for that is that the spray gives them the ability to make the atmosphere more opaque to detect electromagnetic transmissions in the ongoing weather wars. I've seen dense trails where there wasn't another person in 5o miles. Also their spraying tends to happen when certain conditions exist, such as heavy in the spring and especially in front of incoming weather conditions, which suggests alternative reasons for fouling the atmosphere.
