Propagandists probably think it's a happy medium between just some functionary schmuck and the real top brass. Point is to make the rubes think progress is being made while perpetuating the myth and the existence of the CIA front.

There's more, but it's actually too bewildering a task to sift through the obvious bullshit propaganda, because some names pop up as being killed numerous times, or some are supposedly killed while they actually were captured and sitting somewhere in prison. After a while it seems the propagandists forget what they've claimed before and just trust that american dullards won't remember the funny raghead names anyway.
